Some Implications of Theoretical Relation between RAW and RRW Measures on Risk Reduction Strategies

摘要 Inusingrisk-informedapproachesforensuringsafetyofoperatingNPPs(nuclearpowerplants),riskimportancemeasuresobtainedfromPRAs(probabilisticriskassessments)oftheplantsareintegralelementsofconsiderationinmanycases.InPSAmodelsandapplicationsassociatedwithNPPstheriskimportanceofaparticularfeature(e.g.function,system,component,failuremodeoroperatoraction)canbe,mostgenerally,dividedintotwocategories:importancewithrespecttoriskincreasepotentialandimportancewithrespecttoriskdecreasepotential.Therepresentativeofthefirstcategory,asusedforpracticalpurposes,isRAW(riskachievementworth).Representativeofthesecondcategory,asmentionedinconsiderationofriskimportance,isRRW(riskreductionworth).Itcanbeshownthatthetworiskimportancemeasures,RAWandRRW,aredependentoneachother.Theonlyparameterinthismutualdependencyisprobabilityoffailureoftheconsideredfeature.ThepaperdiscussestherelationbetweenRAWandRRWandsomeofitsimplications,includingthoseonthegeneralstrategiesforthereductionofriskimposedfortheoperationoftheconsideredfacility.Twogeneralriskreductionstrategieswhichareconsideredinthediscussionare:a)riskreductionbydecreasingthefailureprobabilityoftheconsideredfeature;andb)riskreductionwhilekeepingthefailureprobabilityoftheconsideredfeatureatthesamelevel.Simpleexamplesareprovidedtoillustratethedifferencesbetweentwostrategiesandpointtomainissuesandconclusions.
