简介：摘要2005年，国家税务总局正式下发了《税收管理员制度（试行）》（国税发〔2005〕40号），标志着我国新的税收管理员制度正式运行。税收管理员制度是指税务机关根据税收征管工作的需要，明确岗位职责，落实管理责任，规范税务人员行为，促进税源管理，优化纳税服务的基础工作制度。本文从税收管理员制度的由来谈起，结合实际工作，针对目前税收管理员工作中存在的问题，就如何提高税收管理员的管理水平，更好地发挥其在税源管理中的主观能动性方面提出了建议。使税收管理员在“强化税源管理、优化纳税服务”的实践中，把“科学化、精细化”管理落到实处。实现管事与和管户的协调统一。
