摘要 Thispapermainlydiscussesthe"double-trackcharge"system(priceprejudicechargesystem)intheoryandpractice.Theauthorexplainsandanalyzesthe"differentialchargesphenomenon"ofuniversitiesinChinabytaking"Paretooptimality"asregulationstandardand"Darwinoptimality"asempiricalstandard,combiningregulationstandardwithpracticestandard,realisticstandardofvaluejudgmentwithultimatestandard,andfairnesswithefficiency.Thispaperprovidestheoreticalreferenceandanoperationplatformforapplicationandimplementationdifferentialchargesandthecontainmentofcorruptionincollegeenrollment.
