Humansocietyis,nostrangertorisk,buttheglobalchallengesandsecuritythreatsfacedbytheworldtodaymakeriskmanagementorcrisiscontrolmoreinevitableinsocialandnationalgovernance.Thegoalofcrisismanagementistoovercomedifferences,buildtrust,reduceoreliminateconflictriskandkeeptheoveralllayoutasnormal.Crisiscontrol,aswellaseconomicconstruction,thelegislativeagenda,andsocialmechanismsaretwosidesofnationalgovernance.AgainstthebackdropoftheexpansionofChina-USexchangesandcommunicationandChina'srisingstrengthandglobalinfluence,therehavebeenmanypolitical,economicandmilitaryfrictionsbetweenChinaandtheUnitedStates.
